Department of Insurance Launches Mental Health Insurance Awareness Campaign
DOI announces new toolkit to help residents navigate insurance coverage requirements for behavioral health and substance use disorders claims
 
SPRINGFIELD–April 27, 2016.  The Illinois Department of Insurance (DOI) launched a consumer education awareness campaign in partnership with other state agencies and healthcare organizations across the state to help Illinois families navigate health insurance coverage for mental health and substance use disorders. DOI also announced that its new consumer mental health insurance toolkit is now available on its website http://insurance.illinois.gov.
 
“We want to help families make sound choices, get the right care from their coverage and be aware of the resources available through their Department of Insurance,” said Acting Director Anne Melissa Dowling. “Families are often dealing with mental health issues and need support during vulnerable moments in their lives. Our goal is to ensure that consumers gain a better understanding of their rights under state and federal insurance laws.”
 
DOI’s Consumer Toolkit for Navigating Behavioral Health and Substance Use Disorder Care Through Your Health Insurance Plan is a free, step-by-step, plain-language template that families and providers can use to submit requests for pre-authorization of medically necessary behavioral health services to insurance companies. The toolkit includes easy-to-follow instructions, a glossary of terms and a checklist for organizing information. Additionally, DOI directed resources within the Office of Consumer Health Insurance (OCHI) in response to families looking for assistance in navigating access to mental health and substance use disorder needs within their health insurance plans.  Illinois residents can call OCHI toll-free at 1-877-527-9431, Mon-Fri, 8 a.m. to 5 p.m.

This notice is to provide information regarding the data exchange of information between the Healthcare and Family Services (HFS) IMPACT system and the HFS legacy Medicaid Management Information System (MMIS) system. The Department is currently transferring data from the IMPACT provider enrollment system into the system that processes provider claims known as the Legacy MMIS system. This data exchange of information updates Legacy MMIS files from the completed and approved IMPACT enrollment data. Provider information sheets are mailed upon enrollment approval in IMPACT and completion of data transfer into the MMIS system. NOTE: Provider information sheets are mailed to providers at the office address on file and to all “payee addresses” if different from the office address,
 
Providers are responsible to review information for accuracy. Claims submitted with information that is different from the most recent provider information sheet, may be delayed in processing or rejected.
 
Record evaluation has identified several situations where the “Doing Business As” provider name entered in IMPACT is different than the name entered on claims for both new providers and providers who have revalidated. It is critical for payment of claims that the provider name matches the “Doing Business As” name in IMPACT. Please be sure to check billing systems to make sure that the names are the same. At this time, providers will see a warning on the remittance advices which will state “Provider Name does not match Provider Number”. In the near future, the ”warning” message will no longer be informational messages on the remittance advice, but will generate an error code that the provider must correct and then resubmit the claim.
 
NOTE: Do Not change the historical provider name submitted on claims to match the “Doing Business As” name in IMPACT until you have received the provider information sheet from HFS, as our systems will not have had the name changed until that time. All changes to provider information must be electronically submitted through the IMPACT provider enrollment as a modification and are not effective until approved by HFS staff and transferred to the Legacy MMIS system.

The purpose of this notice is to remind providers to select ALL of the correct Specialty/Subspecialty combinations upon completion of the initial application or revalidation in the IMPACT system. Failure to select all of the correct Specialty/Subspecialty combinations could result in delay and/or rejection of claims.
 
It is important to make the correct selection of specialties/subspecialties in the IMPACT system in order to be reimbursed for all of the categories of services currently provided to Medicaid participants. The Department transfers this data from the IMPACT provider enrollment system into the system that processes provider claims known as the Legacy MMIS system. This data exchange of information updates Legacy MMIS files from the completed and approved IMPACT enrollment data. Therefore, if the data is omitted or incorrect on a provider’s IMPACT application, it will then be transferred into the Legacy system incorrectly. Claims submitted with information that is different from the most recent provider information sheet, may be delayed in processing or rejected. The provider information sheets are mailed upon enrollment approval in IMPACT and completion of data transfer into the MMIS system. Providers are responsible to review information for accuracy.
 
Record evaluation has identified situations where providers have NOT included all of their Specialties/Subspecialties under one IMPACT enrollment. Instead, some providers have incorrectly completed a separate enrollment for each Specialty/Subspecialty. When a separate application is completed for each Specialty/Subspecialty, additional Legacy Medicaid Provider ID numbers are generated for the provider. Consequently, claims reject because the system does not recognize the ID numbers that were subsequently created. For example, a Hospital should enroll choosing provider type “Hospital”. Then, in the same IMPACT enrollment application, select all applicable Specialty/Subspecialties, such as Inpatient, Laboratory/X-ray, Dialysis, etc.  It is critical for payment of claims that only one IMPACT application is submitted that includes all services that will be billed under the single Legacy Medicaid Provider ID.
 
Providers are encouraged to review the table of IMPACT Provider Types, Specialties and Subspecialties. This reference guide on the IMPACT website, provides important information for providers who may have questions regarding these issues. If providers have an approved application in IMPACT, it may be necessary to review and correct information based on the instructions discussed in this notice. All changes to provider information must be electronically submitted by the provider through the IMPACT provider enrollment as a modification and are not effective until approved by HFS staff and transferred to the Legacy MMIS system.
 
Providers are encouraged to review IMPACT presentations and materials regarding provider enrollment and revalidation on the HFS website. The downloadable files are available to guide you through the process to complete a new enrollment or revalidation in the IMPACT system. The enrollment type definition is listed with each link to help you choose the proper steps to follow.

New Guide – How to Get a Medical Card and a Primary Care Provider (PCP) for Your Baby

The Department has issued a new guide that explains how to get a medical card and a Primary Care Provider (PCP) for newborns.  The information on the guide is relevant to all newborns whether their mothers are covered by managed care organizations or in fee-for-service.
The Department recommends that the guide be given to women receiving prenatal care.  Based on prenatal care guidelines from the American Congress of Obstetricians and Gynecologists (ACOG), the appropriate times to educate women on the selection of a primary care provider (PCP) and medical home for their newborns are during the first prenatal care visit and again during the third trimester.   
The guide, HFS Form 4691 (N-02-16); How to Get a Medical Card and a Primary Care Provider (PCP) for Your Baby, is available on the department’s Medical Programs Forms Page as well as on the For Pregnant Women & Infants page.
The guide provides links and contacts along with clear instructions on how to add a baby to a Medical case to get a medical card, and once the baby is added, how to choose a health plan or a PCP for the baby.  It is very important to assure that newborns have health care coverage as soon as possible.  We hope you will share this guide with your patients and encourage them to take the necessary steps to get a medical card and PCP for their babies immediately after delivery, ideally before they are discharged from the hospital.
